2010.10.25 CIRA updates registry / enables locking

A number of updates intended to bring CIRA's .ca registry in line with other Top Level Domain (TLD) registries were launched - enabling us to lock .CA domain securing them against unintended transfers by domain slammers (a practice many clients have reported as deceptive where they felt they were tricked into switching registries often with the additional side effect of breaking their email and web configuration).

Customers who which to transfer would need to notify us to unlock the domain - this extra step ensures customers are not deceived.

CIRA remains in an "over sight" position protecting clients from any uncooperative registration service providers as always.
